News story: NATO must improve agility and spend, Defence Secretary urges

Sir Michael Fallon is pressing NATO members to step up defence spending during a two-day defence ministerial at NATO’s HQ in Brussels, following his first meeting with US Defense Secretary James Mattis.

Reflecting the strength of the UK-US Defence relationship, Sir Michael was the first minister Secretary Mattis called after his appointment and their hour-long meeting at NATO’s HQ was the first bilateral working session today.

During their recent phone call, shortly after Secretary Mattis’ confirmation, both ministers agreed on the need for NATO to be more agile and responsive so it can respond faster to new threats including cyber and terrorism.

In July NATO confirmed that the UK meets the two per cent spending target, which includes a £178bn equipment plan and rising defence spending every year of this parliament.

The Defence Secretary spoke to fellow ministers to call for other states to spend both 2% overall and to spend 20% of that on new equipment to help tackle threats.

In his face-to-face meetings with Secretary Mattis Sir Michael reassured him that the UK stands shoulder to shoulder with the US in calling for NATO to be more agile to meet new threats in the fields of cyber warfare and counter terrorism.

Defence Secretary Sir Michael Fallon said:

NATO has been a guarantee of mutual security for more than half a century. Britain is now calling for our partners to step up and share burdens on spending and help it become more agile in dealing with new threats including cyber and terrorism.

As leading player in the Alliance we recognise the importance of backing up our operational and exercise commitments with investment in new equipment to deal with threats to our security.

Sir Michael is discussing the UK’s leadership in NATO. The UK’s Enhanced Forward Presence deployment to Estonia is gathering momentum, seen this week in a 600-strong exercise in Sennelager in Germany which features British personnel from the Battle Group for 5 RIFLES. Hundreds of British troops including 5 RIFLES personnel from Salisbury Plain in Wiltshire have spent the last week exercising with four Challenger II tanks, Warrior Armoured Fighting Vehicles and Jackals – alongside Estonian, French and Danish troops.

The deployment of 800 British personnel to Estonia under EFP is part of a package of measures that the UK is leading in NATO this year. These include leading the land element of NATO’s Very High Readiness Joint Task Force with 3,000 British troops ready to deploy rapidly to threats wherever they arise in the Alliance, and committing RAF Typhoon aircraft to the NATO Southern Air Policing mission to offer reassurance to in the Black Sea region.

Over the two-day ministerial, defence leaders will discuss issues such as protecting NATO’s southern border, developing NATO’s deterrence and defence posture, and strengthening the transatlantic bond.

Kevin Crofton joins the Compound Semiconductor Applications Catapult with a 25-year career in the semiconductor industry. He has executive experience in the UK and USA, currently acting as President of SPTS Technologies in South Wales, and Corporate Vice President of Orbotech Inc.

His experience and insight will be invaluable in establishing the Catapult within the rapidly growing compound semiconductor cluster in South Wales.

It is the 11th Catapult to be opened by Innovate UK.

The market opportunity for the UK

Compound semiconductors are at the heart of many devices we use today, from smart phones to tablets and satellite communication systems. They are central to the development of new technologies including:

  • 5G network
  • high-efficiency lighting
  • power electronics for next-generation electric vehicles
  • new imaging techniques in security and health diagnostics

Data from BCC Research and MarketsAndMarkets forecasts the global market for compound semiconductors to be in the range of £75 billion to £125 billion by 2025. There is a market opportunity for the UK due to its world-class research base in this field, which has led to the creation of many companies along the value chain.

The appointment of Kevin Crofton as Chair and his wealth of industry experience will help drive this and continue the Catapult’s vital role in developing new technologies.

Much of the advance technology powering our mobile phones and other devices is being pioneered right here in Wales. The new research centre will underline our reputation as a world leader in semiconductors and, with Kevin Crofton at the head, put us in the front row of digital development.

Science underpins innovation and technological developments and is essential for economic growth and creating high quality jobs in Wales. This is the first Catapult to be located in Wales and I welcome its arrival and the appointment of Kevin Crofton as its new Chair.

The Compound Semiconductor Applications Catapult is a key pillar in the development of the world’s first compound semiconductor cluster, which recognises the industrial strength around the M4 corridor and the economic impact that this technology will bring.

Stalin was wrong! Artillery is no longer the King of War. Information technology has transformed the modern battlefield at sea, in the air and on land, and it is arguably the new King of War. In April the Defence Science and Technology Laboratory (Dstl) will help to demonstrate this as part of the Royal Navy led Information Warrior exercise.

Information Warrior builds on the impressive success of last year’s Unmanned Warrior exercise. It focuses is on how information can be used offensively and defensively to give the UK’s armed forces a battle winning advantage.

As part of the Royal Navy’s Project X programme, Dstl is working on smaller, more agile and user-friendly secure communications. This will enable new concepts of operations by delivering greater situational awareness. The Royal Marines will put this system to the test during the exercise to ensure that it allows their command to communicate effectively with troops on the ground.

Dstl’s Open Architecture Combat System (OACS) is another enabling technology, making it much easier for new applications – developed by a wide range of providers - to be integrated into ships’ combat systems. OACS underpinned the success of Unmanned Warrior 16, and will be used during Information Warrior to allow artificial intelligence applications such as STARTLE to be deployed.

Artificial intelligence (AI) is a major theme of Information Warrior. One of the first potential applications of AI is STARTLE. This uses AI-based reasoning to help operators analyse air movements to identify potential threats in seconds. Other Dstl projects will apply AI and Big Data to enhance the analysis of imagery from Unmanned Aerial Vehicles to assess potential landing sites and routes to support landing forces.

Cyber resilience is another major theme. Dstl’s technical experts are supporting the RN to ensure that its forces are secure and resilient to cyber threats, in accordance with the national cyber security strategy. Consequently, Information Warrior will exercise the Royal Navy’s ability to defend itself against cyber threats, as well as conventional threats, ensuring that our cyber defences and skills remain state of the art in this rapidly evolving area.

Better information exploitation (IX) is another priority for Information Warrior. Dstl’s support in this area includes the Adaptive Tactical Information eXploitation (ATIX) and Every Platform A Sensor (EPAS) projects. ATIX uses all the available data sources, applying data analytics, machine learning and statistics to improve the commanders’ understanding of complex situations. This enables them to make more effective decisions. Currently much of the data gathered by sensors is not used. EPAS will address this by extracting useful information on events, such as ship tracks, from every available source. This builds a comprehensive store of data that can be analysed in real time, or at a later date.

Discussing Information Warrior, Dstl’s Chief Executive, Jonathan Lyle, said:

“Information has transformed the face of conflict. Dstl is excited to be part of the Royal Navy’s Information Warrior exercise – in which our scientists will be demonstrating and testing some of the latest innovations in cyber, information systems, Big Data and artificial intelligence research.”

Press release: Valentine’s Day of action against illegal waste activity

Environment Agency enforcement officers, on the 14 February, paid unannounced visits to 14 sites across Oxfordshire, Buckinghamshire, Surrey, Hampshire and West Berkshire in a bid to stamp out waste crime and protect the environment from the threat of pollution.

Named Operation Arrow, officers targeted sites suspected of operating in the waste business without the required environmental permits, flouting the law and committing crime.

Waste that ends up at unregulated sites is often stockpiled in vast quantities and for long periods of time. The waste can pose a significant risks to the environment, blighting communities with smoke fumes and causing noise and odour complaints. Illegal waste operators also undermine the work of legitimate waste companies, creating an unfair playing field for business.

Helen Page, Enforcement Team Leader at the Environment Agency said:

We want to make sure the right waste goes to the right place - to protect the environment and local communities. Site visits on our days of action are just one of the ways we are tackling waste crime to help make sure this happens.

We are really pleased with what we achieved. Of the 14 sites visited, 5 were found to be operating illegally. The information we have gathered is helping us target our work at those involved in organised environmental crime and where their activities pose the greatest risk to the environment.

Everyone can do their bit to reduce waste crime by making sure that any waste for disposal is collected by a licensed waste carrier and taken to a properly permitted, legitimate waste site.

News story: Susan Park appointed as Director General, Universal Credit operations

The Universal Credit Programme, led by Neil Couling, has completed the national roll-out of the Live Service, and is rolling out the Full Service to a further 5 jobcentres each month. There are now 450,000 claimants on Universal Credit, with the Full Service available in 46 jobcentre areas. The roll out of Full Service to 50 jobcentres each month begins in October.

To prepare DWP’s Operations for this, Permanent Secretary Sir Robert Devereux has today announced some new operational roles.

While Neil continues to lead the overall programme, Susan Park will take on a new operational role, as Director General Universal Credit Operations with accountability for the operation of Universal Credit, across both jobcentres and service centres.

Sir Robert Devereux said:

I am delighted to announce the appointment of Susan Park.

She is an extremely talented public servant, with over 20 years in operational delivery and is uniquely placed to lead the scaled up roll out of Universal Credit Full Service from this autumn.

It’s a privilege to take on the role of Director General, Universal Credit Operations.

Universal Credit is changing welfare for the better and helping people across the country to improve their lives.

Susan joined the Civil Service in the 1980s, and has worked for the DWP since it was established in 2001. She has a wealth of experience in operational delivery most recently as the director of the Child Maintenance Group from 2012 before taking up post as Director of Work Services in January 2015.

Press release: Record number of employers named and shamed for underpaying

  • More than 350 employers named for underpaying their workers the national minimum or living wage
  • More than 15,500 of the UK’s lowest paid workers receive back pay thanks to government investigations
  • Employers who failed to pay National Living Wage named and shamed for the first time

The Department for Business, Energy and Industrial Strategy today named 359 businesses who underpaid 15,513 workers a total of £994,685, with employers in the hairdressing, hospitality and retail sectors the most prolific offenders.

As well as recovering arrears for some of the UK’s lowest paid workers, HMRC issued penalties worth around £800,000.

For the first time, the naming list includes employers who failed to pay eligible workers at least the new National Living Wage rate, which is currently £7.20 for workers aged 25 and over.

Business Minister Margot James said:

Every worker in the UK is entitled to at least the national minimum or living wage and this government will ensure they get it.

That is why we have named and shamed more than 350 employers who failed to pay the legal minimum, sending the clear message to employers that minimum wage abuses will not go unpunished.

Excuses for underpaying workers included using tips to top up pay, docking workers’ wages to pay for their Christmas party and making staff pay for their own uniforms out of their salary.

The publication comes weeks after the Government launched a £1.7 million national minimum and living wage awareness-raising campaign, encouraging the UK’s lowest paid workers to check they are being paid the correct rates and to report their employer if they are not.

Since the naming and shaming scheme was introduced by the Department for Business, Energy and Industrial Strategy (BEIS) in October 2013, more than 1,000 employers have been named, with arrears totalling more than £4.5 million. More than £2 million in fines have been issued to national minimum and living wage offenders.

There are currently more than 1,500 open cases which HMRC is investigating.

Notes to editors

  1. Employers have a duty to be aware of and comply with the different legal national minimum and living wage rates. If workers are concerned that they are not being paid the correct rates or if employers need more information about the legal requirements then they can seek advice from Acas.
  2. Any complaints that are raised with Acas will be referred to HMRC who will investigate.
  3. HMRC follows up on every complaint made to Acas.
  4. More than 1,500 cases are currently being worked on by HMRC and eligible employers will be named and shamed after their cases have been closed.
  5. Sectors which feature prominently in this naming and shaming round are:
    • hospitality: 84 employers, £240,516.64 arrears for 563 workers
    • retail: 51 employers, £220,103.78 arrears for 167 workers
    • hairdressing: 39 employers, £65,964.20 arrears for 85 workers
    • social care: 24 employers, £43,636.90 for 145 workers
  6. The current minimum wage rates are:
    • National Living Wage (25 years and over) - £7.20 per hour
    • adult rate of National Minimum Wage (21 to 24-year-olds) - £6.95 per hour
    • 18 to 20-year olds - £5.55 per hour
    • 16 to 17-year-olds - £4.00 per hour
    • apprentice rate - £3.40 per hour
  7. Rates are set to increase on 1 April to:
    • National Living Wage (25 years and over) - £7.50 per hour
    • adult rate of National Minimum Wage (21 to 24-year-olds) - £7.05 per hour
    • 18 to 20-year-olds - £5.60 per hours
    • 16 to 17-year-olds £4.05 per hour
    • apprentice rate £3.50 per hour
  8. The Government is committed to ensuring all employers are compliant with minimum wage legislation and the effective enforcement of it:
    • over the next year the Government will spend a record £25.3 million on minimum wage enforcement
    • in January, the Government appointed Sir David Metcalf as the first ever Director of Labour Market Enforcement to oversee a crackdown on workplace exploitation
    • in November last year, labour market enforcement undertakings and orders came into force under the Immigration Act which can ultimately lead to criminal prosecutions and prison sentences of up to two years for employers who mistreat their workers, including national minimum wage violations
  9. The revised BEIS scheme to name employers who break minimum wage law came into effect on 1 October 2013. The scheme is one of a range of tools at the Government’s disposal to tackle this issue. Employers who pay workers less than the minimum wage not only have to pay back arrears of wages to the worker at current minimum wage rates but also face financial penalties of up to 200% of arrears, capped at £20,000 per worker. In the most serious cases employers can be prosecuted.
  10. From 1 October 2013, the Government revised the naming scheme to make it simpler to name and shame employers who break the law:
  11. Under this scheme the Government will name all employers that have been issued with a Notice of Underpayment (NoU) unless employers meet one of the exceptional criteria or have arrears of £100 or less. All 359 cases named today (15 February) failed to pay the correct national minimum or living wage rates and owed arrears of at least £100.
  12. Employers have 28 days to appeal to HMRC against the NoU (this notice sets out the owed wages to be paid by the employer together with the penalty for not complying with minimum wage law). If the employer does not appeal or unsuccessfully appeals against this NoU, BEIS will consider them for naming. The employer then has 14 days to make representations to BEIS outlining whether they meet any of the exceptional criteria:
    • naming by BEIS carries a risk of personal harm to an individual or their family.
    • there are national security risks associated with naming in this instance
    • other factors which suggest that it would not be in the public interest to name the employer.
  13. If BEIS does not receive any representations or the representations received are unsuccessful, the employer will be named via a BEIS press release under this scheme.

The Department for Business, Energy and Industrial Strategy today named 360 businesses who underpaid 15,520 workers a total of £995,233, with employers in the hairdressing, hospitality and retail sectors the most prolific offenders.

As well as recovering arrears for some of the UK’s lowest paid workers, HMRC issued penalties worth around £800,000.

For the first time, the naming list includes employers who failed to pay eligible workers at least the new National Living Wage rate, which is currently £7.20 for workers aged 25 and over.

Business Minister Margot James said:

Every worker in the UK is entitled to at least the national minimum or living wage and this government will ensure they get it.

That is why we have named and shamed more than 350 employers who failed to pay the legal minimum, sending the clear message to employers that minimum wage abuses will not go unpunished.

Excuses for underpaying workers included using tips to top up pay, docking workers’ wages to pay for their Christmas party and making staff pay for their own uniforms out of their salary.

The National Living and Minimum Wage, which every worker is entitled to, is an essential part of building the higher wage, lower welfare, lower tax society that the UK needs.

  8. The Government is committed to ensuring all employers are compliant with minimum wage legislation and the effective enforcement of it:
    • over the next year the Government will spend a record £25.3 million on minimum wage enforcement
    • in January, the Government appointed Sir David Metcalf as the first ever Director of Labour Market Enforcement to oversee a crackdown on workplace exploitation
    • in November last year, labour market enforcement undertakings and orders came into force under the Immigration Act which can ultimately lead to criminal prosecutions and prison sentences of up to two years for employers who mistreat their workers, including national minimum wage violations
  9. The revised BEIS scheme to name employers who break minimum wage law came into effect on 1 October 2013. The scheme is one of a range of tools at the Government’s disposal to tackle this issue. Employers who pay workers less than the minimum wage not only have to pay back arrears of wages to the worker at current minimum wage rates but also face financial penalties of up to 200% of arrears, capped at £20,000 per worker. In the most serious cases employers can be prosecuted.
  10. From 1 October 2013, the Government revised the naming scheme to make it simpler to name and shame employers who break the law:
  11. Under this scheme the Government will name all employers that have been issued with a Notice of Underpayment (NoU) unless employers meet one of the exceptional criteria or have arrears of £100 or less. All 360 cases named today (15 February) failed to pay the correct national minimum or living wage rates and owed arrears of at least £100.
  12. Employers have 28 days to appeal to HMRC against the NoU (this notice sets out the owed wages to be paid by the employer together with the penalty for not complying with minimum wage law). If the employer does not appeal or unsuccessfully appeals against this NoU, BEIS will consider them for naming. The employer then has 14 days to make representations to BEIS outlining whether they meet any of the exceptional criteria:
  13. Naming by BEIS carries a risk of personal harm to an individual or their family;
  14. There are national security risks associated with naming in this instance;
  15. Other factors which suggest that it would not be in the public interest to name the employer.
  16. If BEIS does not receive any representations or the representations received are unsuccessful, the employer will be named via a BEIS press release under this scheme.

News story: Government delivers £40 million to tackle child sexual abuse and child trafficking

The Home Secretary has today (16 February) announced the delivery of a £40 million package of government measures to protect children and young people from sexual abuse, exploitation and trafficking, and to crack down on offenders.

It includes the launch of a new Centre of Expertise on child sexual abuse, an extra £20 million for the National Crime Agency to tackle online child sexual exploitation, £2.2 million for organisations working to protect children at risk of trafficking and the launch of Independent Child Trafficking Advocates (ICTAs) in 3 early-adopter sites across the UK.

Amber Rudd announced the measures after visiting Safer Futures in Salford, Greater Manchester, a counselling centre for victims of child sexual exploitation and abuse. The counselling centre is run by Barnardo’s, which heads the Centre of Expertise and delivers the ICTA service.

Writing for Mumsnet, Home Secretary Amber Rudd said:

Children should be able to grow up free from the horrors of sexual abuse, exploitation and trafficking. Something that should go without saying, but sadly that’s not the case.

This government has done more than any other to tackle these horrific offences. We have increased support for victims of sexual abuse, invested in training and technology to improve law enforcement’s response to abuse both on and offline, and brought in a tougher inspection regime to ensure all front-line professions are meeting their child protection duties.

But there is more to do, the measures I am announcing today will further improve our ability to protect children, and under my watch I am determined to bring those that would try to steal their childhood to justice.

The Centre of Expertise, a consortium of health, law enforcement and social care professionals, charities and academics, will receive £7.5 million until 2020. It will become the definitive source of information and guidance to those tackling child sexual abuse and exploitation on the front line.

The Home Office’s child trafficking protection fund will today award nearly £2.2 million to seven charities for projects protecting vulnerable children in the UK and overseas who are at risk of trafficking. The projects cover a range of proposals including tailored support for trafficking victims from various cultures, developing skills and expertise in local areas, and a specialist accommodation pilot.

Independent child trafficking advocates will provide specialist support and act in the best interests of trafficked children. The service will initially be provided by Barnardo’s in Wales, Hampshire and Greater Manchester ahead of full national roll out.

Barnardo’s Chief Executive, Javed Khan, said:

Through the Centre of Expertise we will develop a deeper understanding of this abuse so that more children can be protected and helped to recover. We will use our collective experience and expertise to develop a greater understanding of what works in the fight against child sexual abuse and to improve responses.

And thanks to the roll-out of the independent child trafficking advocates, trafficked children in Hampshire, Greater Manchester and Wales will no longer have to navigate their way alone through complicated statutory systems including health, social care, education and criminal justice, to get the support they need.

Will Kerr, Director of the National Crime Agency’s Child Exploitation and Online Protection Centre (CEOP) command said:

Using the previous government funding we have been able to nearly double the number of dedicated officers working to tackle CSE to more than 300, opened a new hub in the north west to specifically undertake CSE operations and more than tripled the overall organisational effort against CSE.

The additional funding will strengthen and enhance our victim identification and child protection adviser capabilities, to target the most serious child sexual exploitation offenders.

Other measures announced today include:

  • £2.2 million for the second phase of the successful Disrespect NoBody campaign, which is designed to increase awareness of healthy relationships among young people
  • a revised definition of child sexual exploitation, to ensure frontline professionals have a shared understanding of what CSE is and how best to tackle it
  • an additional £7 million for organisations helping victims of sexual abuse, including children, doubling (for the third year) the core funding from central government for sexual abuse services
  • on 13 February the government launched the second phase of its ‘together, we can tackle child abuse’ campaign, which is designed to educate people about what to do if they have any concerns about a child

The announcement comes as the government publishes its tackling child sexual exploitation: progress report, detailing the steps taken so far and what more needs to be done to combat this terrible crime. It follows the 2015 tackling child sexual exploitation report which set out an ambitious programme of work to address on a national scale the failures to protect children and young people seen in Rotherham and elsewhere.

If it could reduce competition, the CMA would launch an in-depth merger investigation, which lasts up to 24 weeks, unless the merging parties offer undertakings which address any competition concerns identified.

Press release: Landowners warned after waste dumped illegally

Durham Police and the Environment Agency are warning landowners to be vigilant after a significant illegal waste site was discovered on private land in County Durham last week (10 February 2017).

More than 600 bales of general household waste were found dumped on the premises of a former foundry in Tow Law.

Officers from Durham Police and the Environment Agency attended the scene after they were alerted to the activities taking place at the site.

This is the latest in a recent spate of illegal waste dumping across the region. The Environment Agency currently has three ongoing investigations relating to eight sites where baled waste has been dumped over the last six months.

Environmental laws state that waste producers, brokers, road hauliers and landowners each have a responsibility to ensure waste is dealt with legally and correctly for the protection of the environment and communities. The Environment Agency will seek to take action against all parties responsible for this illegal activity.

Dave Edwardson, Enforcement Team Leader at the Environment Agency in the North East, said:

Landowners can be vulnerable. Waste dumped in vacant buildings or land may leave landowners with the responsibility and costs of disposing of the waste, which can be considerable.

We’re determined to tackle waste crime such as this; waste that isn’t managed properly can impact on communities, the environment and legitimate businesses and won’t be tolerated.

I’d urge all landowners, farmers and property agents to be vigilant and report any concerns or anything suspicious to us straight away.

Waste producers and road hauliers must ensure they adhere to their Duty of Care when they are managing waste. They can contact the Environment Agency if they need any advice or information.

Press release: Jailed business owner loses environmental licence

A jailed Tyne & Wear business owner has had the environmental permit for his scrapyard revoked.

The Environment Agency took the action against Peter Wallace, owner of a scrapyard in Barmoor Quarry in Ryton, following a series of breaches of permit conditions on the site after he was jailed in 2013 for drug offences.

Wallace had his permit taken away on 20 June 2016 but then appealed against the decision.

The Planning Inspectorate has now dismissed the appeal on the grounds that he was no longer in control of the facility. The decision means that Barmoor Quarry is no longer authorised to accept and treat waste metals.

Environmental permits ensure the protection of the environment and local communities from the risk of pollution caused through the carrying out of waste activities.

Under the regulations, the permit must be in the name of the person who has overall control of the facility. The permit for Barmoor Quarry scrapyard was in the name of its owner, Peter Wallace, yet Director Mr Birkett of Ryton Breakers has managed the day to day running of the business since 2008.

In January 2014, a few months after the permit holder was imprisoned, a site visit by the Environment Agency identified eight permit breaches including oil spillages and storage of salvage vehicles containing brake fluid and oil were stored on unprotected land.

While many of the breaches were addressed by Mr Birkett, a further eight breaches were identified in September 2015. At the time, Mr Birkett was advised regarding the transfer of the environmental permit to his name, however, no application was made and it was clear that as the permit holder, Peter Wallace, no longer had control over the site.

Wallace has until 8 March 2017 to clear all waste from the site. If he does not comply, he may face the prospect of further legal action.

A spokesperson for the Environment Agency said:

The Environment Agency has revoked the environmental permit for Barmoor Quarry to protect the environment and ensure a level playing field for legitimate businesses. It is clear that the permit holder is no longer in a position to ensure compliance with permit conditions.

It is vital that waste companies comply with the law so that communities and the environment are not put at risk.

We work with operators to help them meet their obligations, but where significant or repeated breaches occur, we will take appropriate action to protect the environment.

On 11 January, the Planning Inspectorate dismissed Peter Wallace’s appeal and found in favour of the Environment Agency, bringing into effect the permit revocation.

Fishing without a licence has landed seven Lincolnshire anglers with penalties totalling more than £4,000, the Environment Agency reports.

Lee Bakes of Munster Court in Grimsby, Wayne Muress of Weelsby Street in Grimsby, Gareth Browne of Wellington Street in Grimsby, Lyndsey Russell of Parker Street in Cleethorpes, Ashley Ardon of Steve Newton Avenue in Horncastle, Dean Pocklington of Small End in Boston, and David Freeman of Dennis Estate in Boston, were all guilty under Section 27(1)(a) of the Salmon and Freshwater Fisheries Act 1975.

They were caught at Pigeon Pond in North Somercoates, Oasis Lakes in North Somercoates, River Bain in Horncastle, and Westwood Lakes in Wyberton.

They were spotted by Environment Agency bailiffs and PCSOs on regular patrols designed to catch unlicensed anglers in the act – and protect the sport for those who do follow the rules.

The seven offenders were tried on Monday 13 February at Boston Magistrates’ Court. Fines totalled £2,900 but with costs and victim surcharges included, the five paid out penalties totalling £4,086.29. A rod licence currently costs from just £27.

Adam Basham, Environment Agency enforcement team leader, said:

Monday was a good day for the near-million anglers that fish legally every year, respecting each other and the sport. There really is no excuse – if you don’t have a licence, pick one up from the Post Office or online before we pick you up.

It makes no sense to have the embarrassment of a court visit, a criminal conviction and a bill for potentially thousands of pounds when an annual licence is currently just £27. We think these cheats will think twice before picking up a rod illegally again and if they don’t, our officers are ready and waiting.

The money from rod licence sales supports fish, fisheries and fishing, and protects the future of the sport. A small number of anglers refuse to buy a licence, cheating the sport and their fellow anglers.

For the minority who flout the rules, the most common offence is fishing without a valid licence, which could land them with a fine of up to £2,500 and a criminal record.

In 2015/16, Lincolnshire and Northamptonshire enforcement officers checked 3,710 licences and reported 73 for fishing illegally, bringing in fines and costs totalling £16,810.

Last year in England, the Environment Agency checked more than 62,000 rod licences and prosecuted more than 1,900 anglers for rod and line offences, resulting in fines and costs in excess of £500,000.

Any angler aged 12 or over, fishing on a river, canal or still water needs a licence. A full rod licence costs from just £27 (concessions available) and is available from the Post Office either online or in a local branch, or by phoning 0344 800 5386.

Money from rod licence sales is invested in England’s fisheries and is used to fund a wide range of projects to improve facilities for anglers including protecting stocks from illegal fishing, pollution and disease; restoring fish stocks through re-stocking; eradicating invasive species; and fish habitat improvements. Rod licence money is also used to fund the Angling Trust to provide information about fishing and to encourage participation in the sport.

To help crack down on unlicensed fishing, the Environment Agency urges people to report illegal activity by calling its incident hotline on 0800 80 70 60 or Crimestoppers on 0800 555 111.

Press release: Report 03/2017: Trains passed over washed out track at Baildon

Summary

Between 16:29 and 17:58 hrs on 7 June 2016, three passenger trains passed over a section of the single line at Baildon, where part of the supporting embankment had been washed away by flood water. This left one of the rails unsupported over a length of between 3 and 4 metres. None of the trains derailed and no one was injured.

The washout occurred following a period of intense rainfall between around 15:30 and 16:00 hrs that afternoon. A member of the public had noticed the washed out track and had reported it to the local Fire and Rescue Service who had then informed Network Rail shortly before 16:30 hrs. Around the same time, the driver of a train on that line reported there was flooding in the area, with the water being above the level of the rails. Network Rail stopped train movements and sent staff to inspect the track at the location reported by the train driver. The inspection found that the flood water had receded significantly, but did not identify the washout because it was at a different location. At 17:30 hrs, the line was reopened for use at its normal maximum speed of 50 mph (80 km/h).

At 17:45 hrs, a second train passed over the damaged section of track. The driver did not report any fault, but a call from a member of the public was received by the local police stating they had witnessed this train passing over the unsupported section. The message was passed to Network Rail, but before the line was again blocked to traffic, a third train passed over it. This train also had not been stopped from running over the washout. The driver of this train saw the washout, but was unable to stop his train, passing over it at a speed of 38 mph (62 km/h). He subsequently stopped the train and made an emergency call to the signaller.

These near miss incidents occurred because the reports of the damaged track from members of the public, via the emergency services, were not dealt with appropriately by railway controllers. The track damage was similar to a previous washout at the same location that occurred in August 2012. Since that incident, no action had been taken on the recommendations considered by Network Rail to prevent a recurrence.

Recommendations

As a result of its investigation, the RAIB has made three recommendations to Network Rail, relating to:

  • measures to minimise the risk of further washouts at Baildon
  • improving the emergency response to incidents on the track by providing Network Rail responders with accurate location information
  • improving the effectiveness of communicating safety critical information between incident controllers, signallers and drivers.

The RAIB has also identified three learning points. Two are for control office staff about the importance of listening carefully to safety critical messages, and the need to continuously monitor and maintain standards in safety critical communication. The third is for duty holders, regarding the requirement to inform the RAIB of incidents which, in slightly different circumstances, could have resulted in a more serious outcome.

News story: Chairman of new BBC Board is formally appointed

Following Privy Council approval, Sir David Clementi has been appointed as Chair to the new BBC Board for 4 years from 16 February 2017 to 15 February 2021

Biography

Sir David Clementi has been Chairman of a number of organisations in both the commercial and not-for-profit sector. He has Board-level experience across a wide range of sectors: finance, property, mining, legal services, education and the Arts. From 2002 to 2008 he was Chairman of Prudential plc. Before joining the Prudential, David was Deputy Governor of the Bank of England for five years between 1997 and 2002. In addition to his membership of the Monetary Policy Committee, he was responsible for the day-to-day management of the Bank. Prior to joining the Bank of England, David worked at Kleinwort Benson for 22 years (1975-1997), including as Chief Executive (1994-1997).

He has significant experience of governance issues in different types of organisations, covering both commercial and not-for-profit organisations. From 2003 to 2007 he was on the Board of the Financial Reporting Council, responsible for the Combined Code of Corporate Governance. He has chaired the Audit Committee of an international FTSE company, Rio Tinto, and acted as a Senior Independent Director and Chairman of the Finance and Audit Committee of the Royal Opera House.

He also has significant experience of regulatory systems. He was a Director of the Financial Services Authority from 1997 to 2002. In 2003/4 he carried out a review for the Ministry of Justice of the regulatory framework for legal services in England and Wales, reporting to the Lord Chancellor in December 2004. The main recommendations of the Report formed the basis of the Legal Services Act 2007. In September 2015 he was asked by the Secretary of State at the Department of Culture, Media & Sport to review the governance and regulatory arrangements for the BBC, reporting in March 2016.

The appointment process was run in accordance with the OCPA Code of Practice. It is a requirement of the Code that political activity is declared; David Clementi has declared no such political activity. Remuneration for the role of BBC Chair is £100,000 per annum.

Speech: Workshop on climate risk management strategies for Kolkata

Ladies and Gentlemen

It is a great pleasure for me to be here at the workshop on climate risk management strategies for Kolkata. It is my first official visit to Kolkata Municipal Corporation (KMC). And I must say that like my predecessors I am too very impressed by KMC’s enthusiasm and genuine interest in embracing new concepts and emerging ideas when it comes to addressing climate vulnerability of this great city.

The UN estimates that there are 3,351 cities located in low-elevation coastal zones around the world. The top 10, in terms of population exposed to coastal flood hazard, are Mumbai, Guangzhou, Shanghai, Miami, Ho Chi Minh City, Kolkata, New York, Osaka-Kobe, Alexandria and New Orleans. The cities of Tokyo, New York, Mumbai, Shanghai, Kolkata and Buenos Aires are the most vulnerable to storm surge.

India is one of the world’s most vulnerable countries. It has faced several types of extreme weather events in 2015 and 2016 - from floods to unseasonal rainfalls to deadliest heat-waves to snow storms. As per a report by Earth Security Group, India is incurring losses of about US $9-10 billion annually due to extreme weather incidents.

In 2015, the heaviest rainfall in over a century caused extreme flooding in Tamil Nadu leading to an estimated US$ 710 million in insurance claims.

Climate risks, as we all know, have the potential to severely dent urban systems and pose serious threats to urban infrastructure and importantly the life of citizens. This is especially true for cities like Kolkata that are more susceptible to the effects of climate risk which imposes both social and economic costs. Cyclone Aila, in 2009, left 150,000 people homeless and without livelihood in this part of West Bengal. Lloyd’s City Risk Index has estimated that storms and floods will put a huge burden on Kolkata’s GDP.

Many of you would be aware that under our UK-Kolkata Municipal Corporation Programme on low carbon and climate resilient Kolkata, PwC and TARU conducted a GIS-based and ground level survey to assess the level of climate risks the city is exposed to and came up with a Climate-Induced Disaster Management Plan for the city. You will get a glimpse of this interesting management strategy later in the session when TARU presents key highlights and recommendations. There is one recommendation that I would like to mention here which is directly linked to this workshop today—and that is of climate risk insurance.

With a large urban poor population and majority of urban infrastructure exceedingly vulnerable to climate risks, it is important for cities to prepare for calamities and safeguard citizens and investments through innovative approaches. One such approach is the use of advanced climate modelling and risk assessment at the municipal level coupled with effective insurance tools built into the city’s disaster recovery and relief schemes.

On climate modelling, we are exploring ways of using the expertise of UK Met Office.

And on risk assessment, we have undertaken this study with PWC to:

  • understand the extent of climate risks faced by urban infrastructure in five pilot Indian cities - Kolkata, Chennai, Pune, Patna and Kochi
  • sensitise key stakeholders on the importance of and options for mitigating climate induced risks for infrastructure through risk insurance

This workshop is part of this endeavour.

We need to work together to strengthen resilient policies of cities against climatic events. We need to support and help each other to invest in risk reduction and introduce innovative steps and technologies to enable cities cope with disasters.

Climate Smart Disaster Management Strategy for Kolkata: A project was recently undertaken for preparation of a climate smart disaster management strategy for Kolkata under the UK KMC memorandum of understanding (MoU) for low Carbon and climate resilience Kolkata. The project was implemented by PwC and TARU Leading Edge Pvt Ltd.

The project aimed at analysing implications of climate change for extreme weather in the city, understanding the city’s preparedness for extreme events, and recommending an action plan for better preparedness and management to reduce current and future vulnerabilities taking into account the on-going disaster risk management efforts.

As part of the climate vulnerability assessment under this project, a ward level mapping of climate vulnerabilities was done in a sample of 5 wards in Kolkata. The methodology adopted combined ground level surveys coupled with satellite imagery, as well as community engagement and participation to arrive at conclusions on vulnerability as well as local needs with respect to climatic disaster preparedness.

Key findings of the study depicted the following:

  • on an average, 2 extreme rainfall (~64 to124 mm) events were found to occur every year ranging from 0 to 11 days per year. Most of the city drains are old and were designed to carry much less volume - probable rainfall of a quarter inch (6 mm) an hour or 150 mm in a day. The absence of adequate drainage infrastructure makes the city highly vulnerable to flooding – with low income settlements being particularly affected during cyclones and floods.

  • on an average around 21 man days per employee are lost in a year. Poor especially daily wage earners are disproportionately more affected by these events. Skin diseases and water borne diseases affect majority of the households on an annual basis. Informal economies (primarily hawkers) report a revenue loss of 30% during water logging periods.

  • simulations of Kolkata comparable to rainfall levels in Chennai during recent floods (2015) indicate that more than 90% of the city will be flooded, most affected regions being the west, south and northern parts of the city.

  • Heat Island Effect evident – The city is also vulnerable to climate induced heat island effect especially in pockets where dense urbanisation has taken place. {The city’s open space has declined from 25% (1990) to 10% (2012)}. Heat island assessment as part of the project indicated a temperature difference to the tune of 2-6 degrees between different areas within the city during peak summers.

Some of the key recommendations include:

  • establishment of Early warning systems and emergency operation centres
  • augmenting number of automated weather monitoring stations and river gauge stations across the city
  • installation of Automated tidal flow prevention systems at locations where storm water drains / sewage connect with the canals / river
  • effective drainage area planning
  • widening of roads to ensure minimum access roads for fire brigade and ambulances
  • ward-level stormwater management measures to encourage preventative action, including behavioral change amongst residents so as to encourage the safe disposal of waste
  • Heat and Health Action Plan for the city to address public health impacts of heat island effect.

KMC has already gone ahead with implementation plans and would be soon commencing work on establishment of early warning systems, drainage area planning through climate smart landuse planning, and capacity building, with support from an international funding agency.

Similarly, as part of follow up action on the project, UK government has also initiated a project aiming at building financial resilience of 5 Indian cities including Kolkata, through introduction of tools such as climate risk insurance to safeguard infrastructure investments by the city.

The findings of the disaster management study were presented at a stakeholder workshop on climate risk management held at KMC on 16 February 2017. The workshop discussed the key findings and recommendations of the disaster management study and future action plan by KMC for better disaster preparedness of the city.

News story: UK’s national cyber security centre to help improve skills in Wales

Opened officially by Her Majesty The Queen on Tuesday 14 February 2017, the National Cyber Security Centre’s operational nerve centre in London will manage incidents, analyse threats and offer advice for online security.

By working with businesses, educational facilities and authorities across the UK, the centre will enable generations to navigate the internet safely and be protected from the growing threat of online attack.

Minister for the Cabinet Office, Ben Gummer, toured the centre and outlined the important role UK regions will play in boosting British cyber security.

He said:

Although the National Cyber Security Centre (NCSC) is based in London, cyber attacks can happen anywhere, at any time - and we need to be prepared.

That is why we are expanding our outreach programmes such as CyberFirst, GCHQ degrees and academic centres of excellence, so we can increase skills, build capability and fight cyber attacks wherever they occur.

Alun Cairns, Secretary of State for Wales, said:

Cyber security is of growing importance in our daily lives and I am pleased Wales is playing its part through offering GCHQ-certified degrees.

Hackers are no respecters of national boundaries and businesses and Government installations in Wales are under threat as much as anywhere else in the UK. Wales will now be able to produce the highly skilled workforce we need to combat this new frontier in crime.

The Government is fully committed to defending against cyber threats and a five year National Cyber Security Strategy (NCSS) was announced in November 2016 by the Cabinet Office, supported by £1.9 billion of transformational investment.

It has also announced the creation of Industry 100 – a pioneering initiative that will grant 100 highly competitive NCSC secondments to private sector staff who will work in the centre to bring innovation that wouldn’t have been possible without collaboration.

A key objective of the NCSC is to reduce risks to the UK by working with public and private sector organisations to improve their cyber security. Industry 100 will see high quality staff embedded into the NCSC to achieve a better understanding of cyber security using wide and diverse thinking.

The NCSC will work closely with law enforcement and the wider public sector, including the National Crime Agency (NCA) to support cyber security awareness campaigns. The NCSC is tirelessly committed to enhancing the UK’s reputation of being a world centre for cyber security research, innovation and skills.

The popular CyberFirst programme is inspiring, encouraging and developing a cyber-savvy cohort of students to help protect the UK’s digital society.

Ministers have approved the appointment, reappointment and extensions of Parole Board members. Appointments are subject to security clearance.

Parole Board members are appointed under Schedule 19 of the Criminal Justice Act 2003. The appointment of Parole Board members are made after an open, transparent recruitment process which complies - save for judicial members- with the Code of Practice of the Commissioner for Public Appointments (CPA). There are currently 214 Parole Board members.

The Parole Board is an independent body that works with its criminal justice partners to protect the public by risk assessing prisoners to decide whether they can be safely released into the community.

The Parole Board was established by the Criminal Justice Act 1967. It is an Executive Non Departmental Public Body sponsored by the MoJ.
